There has been some confusion in the past regarding who is responsible for what. So I'd like to clarify a few things. Hopefully this will help you understand your community.

The town guard is lead by Guard Captain Khendral Trollbasher. The town guard is responsible for defense of the town from outside dangers. In this case 'the town' refers not only to what is inside the wall, but those in the periphary area as well. (Such as farms, mines and the gentlemen's club.) This is the the 'old' town guard, from before the arrival of the Duke, the Magistrate and the Empire. It is made up only of native dwarves. They consider themselves the Sons and Daughters of Stonehaven. It is not a very large force.

Sheriff Omar Hakim Sasheem represents Parnan law. He is responsible for enforcing Parnan law and bringing law-breakers to justice. Generally this will be within the town (as town was defined last paragraph). However, if he knows of a threat outside the town that is breaking the law he can act on it. (Example: he knows of a slave trade ring or bandit outpost a mile or 2 from town.) In most cases the sheriff's duties will involve 'sentient' races. He has the authority to deputize those he sees fit, and has done so in the past. Current deputies include Kerym, Drusil and Graypaw.

The Army has soldiers here. Most are stationed at barracks established near the Ducal Estate. However, a small group resides in or around Stonehaven and works closely with the adventuring community. The soldiers are under command of the Duke, who is also a general, but are more directly in the command of Capt Sir Arlo Easy. The responsibility of the army is, essentially, to protect the interests of the Empire.

So, the differences can mostly be summed up by this example. If Farmer Brown's chicken coop is being raided by a fox wilderkin he goes to the sheriff. If it's being raided by goblins he goes to the town guard. If its being raided by an foreign military force he goes to the army. And if its being raided by a lich he goes to the adventuring community.
